The experiment started in 1899 when James McFadden sold W.S.Collins an acre.Snipe Island, one of Balboa Island's earliest names, was a sandy shoalacross from the fledging town of Balboa.Sitting low in the water withscattered tufts of wire grass, this sandspit was home only to seabirds atthe time.W.S. Collins saw potential in Newport Harbor and started workon what would become his most famous project.
